Based of Tech-mini by ScaDane with some customization. Not a part of the 'Mini' themes due to there being no intention of putting in a scaling toolbar. now all of you can stop assing me to make another one of these. (no scaling will NEVER be added and rainbow mini will always use the windows accent color)
